Job Description
Illicit Finance Governance Adviser
Foreign, Commonwealth & Development Office
Total Package: £58,000 (London) £53,000 (East Kilbride)
Contract: Full time
Location: London or East Kilbride (moving to central Glasgow in the future)
We lead the UK’s diplomatic, development and consular work around the world. We employ around 17,000 staff in our global network of 281 offices worldwide. Our UK-based staff work in King Charles Street in London, Abercrombie House in East Kilbride and in Milton Keynes.
Your role with us
We are looking for someone with strong research, analysis, political economy and international development skills to help establish and advance the UK’s International Centre of Expertise on Illicit Finance (ICE), a critical part of delivering the Government’s agenda within FCDO’s Illicit Finance and Anti-Corruption Department.
Our role is to drive UK leadership in international efforts to combat illicit finance. Illicit finance is elusive in its nature and threatens UK interests, fuelling authoritarian regimes and undermining international development. As part of the ICE team, your expertise will help the UK to use our diplomatic, programmatic and policy levers to target international illicit finance and create systemic change.
Your responsibilities will include leading the research and analysis of evolving global illicit finance trends using a political economy lens, and identifying links and opportunities between illicit finance and cross-cutting UK agendas, such as sanctions evasion and organised crime. You will promote UK thought leadership by addressing gaps in the international community’s understanding and response to illicit finance, going beyond technocratic interventions. You will establish relationships with civil society, academia and multilateral organisations, acting as a bridge to outside expertise to inform and challenge HMG. You will provide technical governance and political economy insight to enhance ICE’s offer and help HMG achieve impact. As part of the FCDO’s Governance Cadre, you will also have opportunities to apply your expertise to other FCDO policy objectives and programmes.
Who we’re looking for
You will be an expert in illicit finance and/or anti-corruption, with an interest in furthering your understanding of priority issues for the UK, including professional enablers, beneficial ownership transparency, gold, and asset return. You will have proven research and analysis skills including the ability to source and evaluate large volumes of information to identify and solve problems. You will have experience applying political economy analysis to scope and design strategies, interventions or programmes on complex reform issues like governance or illicit finance.
Your excellent written and verbal communication skills will allow you to express complex ideas clearly, concisely and persuasively to a wide range of audiences inside and outside government. You will have exceptional stakeholder management and professional networking skills to develop relationships and collaborate effectively with colleagues with overlapping interests across HMG and with other donors, civil society, academia and multilateral organisations specialising in illicit finance.
We encourage applications from all communities, so that we reflect the very best of 21st century Britain. Everyone here gets the support to develop their skills and capabilities as well as benefits that help to make the most of life in and out of work, including a Civil Service pension.
Use your talent and experience to shape our nation’s future, and deliver tangible improvements to millions of lives, including your own.
