Senior Healthcare Workforce Expert, Team Leader

NTU is leading a consortium under EIBAS FWC: Lot 4 and is looking to identify experts to carry out a new EIB assignment in Romania: Human Resources Strategy and Training Needs Assessment for the 3 REHs in Iasi, Cluj and Craiova

Key Expert 1: Senior Healthcare Workforce Expert, Team Leader

Qualifications:

• Minimum requirement - Education at least at Bachelor’s degree level or academic equivalent in one of the following fields: Medicine, Public Health, Health Policy, Human Resources for Health or Health Planning, or Human Resources Management.
• Post graduate degree (Master or PhD) in Public Health, with a specialization in Human Resources for Health or Health Workforce Management or Policies shall be considered as a strong asset.
• Internationally recognized certification in healthcare human resources shall be considered a strong asset.

General professional experience:

• Minimum requirement - At least 10 years of relevant professional experience in health sector, out of which 5 years in management roles.
• International working experience shall be considered as an important asset.

Specific professional experience:

• Minimum requirement - Minimum 3 years of specific experience in providing guidance to national/regional/local authorities or managers of healthcare providers in one and preferably more of the following fields: (i) forecasting future patterns and trends in healthcare personnel and staffing; (ii) developing the detailed workforce structure for healthcare organizations; (iii) analysing, projecting and/or planning healthcare workforce needs; (iv) develop a Human Resources Strategy for healthcare organizations.
• Minimum requirement - Specific experience in at least 2 capacity-building programmes or trainings projects/assignments for healthcare professionals.
• Minimum requirement - Specific practitioner experience in health human resources management in one EU member state.
• Experience in at least one public health project at international level implemented by an international financing institutions (e.g. EIB, EBRD, WB, ADB) or international organizations (e.g. EC, WHO) shall be considered as an important asset.
• Specific practitioner experience in health human resources management in Romania shall be considered as an important asset.
• Specific practitioner experience with health workforce employment and management policies and legislation at European level. Specific working experience in Romanian environment will be considered an asset.
• Experience in working under pressure in multidisciplinary settings will be considered an asset
• Experience in moderating technical working groups and/or coordination of healthcare stakeholders will be considered an asset.
• Experience in programme planning, monitoring, evaluation at national and international levels shall be an asset.

Language and other Skills:

• Good command of English (CEFR C1) (minimum requirement).
• Participation in WHO training courses or other internationally recognized coursed on health workforce and management shall be considered an asset.
• Very good abilities to build and maintain relations and network with regional/local authorities and other stakeholders across the relevant sectors.
• Strong communication skills (including skills needed for moderating meetings/workshops)
• Strong leadership skills shall be considered an asset.
