Job Description

We are looking for a Senior Commercial Manager to join our Parliamentary Commercial Directorate (PCD). This is an exciting time to join as over the coming 2 years, we plan to undertake significant changes aimed at increasing our impact across the organisation. This comes on top of continuing to ensure the value for money from our nearly £1bn in annual spend and supporting transformational projects across the organisation and our estate, including at the Palace of Westminster which is a UNECSO world heritage site.


This role in particular will give you responsibility within the Works category, supporting on delivering high value and complex Works (re-procuring complex building maintenance contracts, procuring new building maintenance contracts, construction, hard facilities management, building refurbishment and building security).


This is an opportunity to work on a hybrid basis, with an expectation to be on-site at Parliament for a minimum of 2 days per week. This is a fantastic opportunity for someone with strong experience and knowledge of NEC suite of contract terms and who is keen to apply their skills in a dynamic, fast-paced environment across various projects and stakeholders.


Youll be accountable for

  • Assisting the Head of Commercial in forecasting, planning, and allocating resources for procurement projects. Contributing to the development and maintenance of a dynamic forward plan (Pipeline) and reporting on live activities to ensure transparency and alignment with organizational goals. Developing and implementing parliaments commercial strategy and policies.
  • Leading and overseeing procurement activities within the Works category, ensuring they meet the requirements of stakeholders and comply with procurement policies and internal governance standards. Promoting compliance with law and internal procurement rules.
  • Ensuring smooth transitions from procurement to contract management by actively supporting supplier relationships. Working closely with the Contract and Supplier Management team to uphold high standards and ensure supplier performance meets contractual expectations. Promoting effective contract management, including providing advice and facilitate negotiation with existing suppliers.
  • Participating in the Commercial Assurance Board to critically assess and ensure the robustness of high-priority procurements, contributing to the continuous improvement of procurement processes, and drafting of commercial strategies.
  • Playing an active role in shaping procurement policies relevant to your role and categories, including participation in the Policy Working Group to drive innovation and best practices.

What were looking for

  • Subject Matter Expertise: Profound knowledge of the NEC suite of contract terms and various contracting options.
  • Commercial Acumen: Expertise in providing strategic commercial advice related to Works contracts, including those in building maintenance, construction, project management, cost estimation, and design. Ability to advise on the procurement and management of high value Works contracts and detailed knowledge of compliance requirements associated with public sector procurement regulations and EU procurement directives.
  • Regulatory Knowledge: In-depth understanding of public sector procurement regulations and the capability to manage major Works procurements throughout their entire lifecycle.
  • Communication Skills: The ability to effectively promote procurement policies, raise awareness, and communicate contract management practices to both specialized and general audiences.
  • Stakeholder Influence: Demonstrated success in effectively influencing senior internal and external stakeholders, ensuring alignment with strategic objectives and fostering collaborative relationships across all levels.
