Your New Role
We have a fantastic opportunity for a Permanent Health and Safety Business Partner to join our Transpennine account in Manchester - hybrid working.
Transpennine Amey is working in partnership with Network Rail on the Transpennine route upgrade project since 2018, with an increased focus on providing reliable, frequent, faster, and greener railways to the North of England. Covering 76 miles of railway between Manchester, Leeds, York, Selby and onto Humberside, we lay the foundations, covering upgrades to civils, track, railway systems and electrification to the west of Leeds. By completing such works, we aim to support Network Rail with cutting carbon emissions and ensuring to deliver a smoother, more enjoyable journey to their customers.
The Health and Safety Business Partner plays a critical role in ensuring our organisation not only meets its legal and regulatory obligations but does so in a way that drives innovation and excellence in health and safety. This role is key to upholding and advancing our core value: "Safety First, Always."
We are looking for a partner who will act as the health and safety conscience of the business, leading the development, implementation, and embedding of a world-class safety culture. This includes designing and maintaining robust systems to capture and analyse safety metrics, fostering a proactive approach to risk management, and setting new benchmarks in health and safety performance.

The standard hours of work are 37.5 hrs per week.
You will be responsible for:
- Develop Health & Safety Strategy: Align the health and safety strategy with group, business unit, and account objectives, ensuring it’s central to everything we do.
- Policy Implementation: Ensure the operational business effectively implements Amey’s mandated Health & Safety policies, focusing on the deployment of operational H&S technicians and advisors.
- Uphold Core Safety Values: Champion Amey’s "Safety First, Always" value by consistently applying our Zero Code framework to minimise risks and foster a strong safety culture.
- Stay Informed: Keep up-to-date with H&S legislation and industry best practices through continuous professional development.
- Provide Escalation Support: Serve as the escalation point for complex queries from operational H&S Technicians and Managers.
- Lead Incident Investigations: Oversee incident investigations, ensuring preventive actions are implemented through thorough root cause analysis.
- Competence & Training: Ensure compliance with Amey’s competency framework and mandatory H&S training standards, and deliver tailored training solutions where necessary.
- Risk Control & Compliance: Contribute to the review of compulsory risk controls, and lead in developing supplementary controls for business-specific risks where required.
- Support Bidding Activities: Assist Business Unit bidding teams by incorporating Amey’s H&S strategy and approach into bid submissions.
- Subject Matter Expertise: Provide expert H&S guidance in line with Regulation 7 of MHASAWR99, offering proactive, reactive, and active support as required.
- Drive Compliance & Improvement: Help operational directors formulate compliance and improvement plans aligned with corporate and customer H&S strategies.
- Commercial Focus: Act as a commercially aware, business-minded partner, ensuring H&S practices support wider business objectives.
- Lead Cultural Change: Drive long-term cultural change by strategically planning H&S activities and resources to ensure sustainable improvement.
We want to hear from you if you have:
- Have a Proven Track Record of Innovation: You have experience developing and implementing new working methods and initiatives that improve Health & Safety across a complex business, driving measurable improvements in safety culture and performance.
- Bring Strong Business Acumen: You understand the balance between operational efficiency and safety, with experience in a diverse, complex business environment. You can connect health and safety initiatives to broader business objectives and add real value.
- Supported Comprehensive Assurance Programmes: You’ve played a key role in developing wide-ranging assurance programmes, ensuring effective governance and risk management practices are in place.
- Have Industry-Specific Experience: Ideally, you have worked in construction or engineering, particularly within the rail sector, and are familiar with the specific challenges and opportunities these industries present for health and safety leadership.
- Hold Relevant Professional Qualifications: You hold a ‘Level 6’ NEBOSH qualification (or equivalent), and are either a Chartered Member of the Institution of Occupational Safety & Health (IOSH) or working towards achieving this status.
