Job Description

You will serve as an IT SPECIALIST (INFOSEC/NETWORK) in the Security Office of NAVAL COMP TELCOM STATION NAPLES. This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled by demonstrating each of the four competencies listed below: Attention to Detail: Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Initiating corrective or preventive measures to rectify immediate problems and prevent future occurrences. Customer Service: Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Providing ongoing technical support to customers to ensure proper functional use of equipment and programs to preclude undue interruptions to IT and communications services. Oral Communication: Expresses information effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Serving as the subject matter expert in network security issues. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives and to make recommendations. IT-related experience demonstrating this competency include: Analyzing hardware and software malfunctions to resolve physical and logical processing problems. In addition to my experience demonstrating the four competencies above, I have direct applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience at or equivalent to the (GS-11) that may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: 1) Building Cybersecurity programs or leading Cybersecurity teams; 2) Coordinating and providing technical support to resolve cyber defense incidents and mitigate network vulnerabilities; 3) Performing risk and vulnerability assessments or penetration testing; 4) Communicating complex technical Information Technology issues to audiences of various levels of understanding and experience. NOTE: This information must be supported in your resume to be considered for the position. This position is within the Work Category at Work Level Professional, Series and Grade GG-2210-12. This position has been designated as a Cyber Workforce position in the DoD Cyber Workforce Framework (DCWF) role of Cyber Defense Analyst and 511 DCWF Code proficiency Intermediate level and, as a condition of employment, the incumbent of the position is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2. This is a Watchstanding position supporting a 24/7 Watch team. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems. If you are a dual citizen, please identify the countries of citizenship. The NATO Status of Forces Agreement prohibits employment in the U.S. Civilian Component in a host nation of any person who holds dual citizenship of the U.S. and the host nation. For example: A person who holds both Italian and U.S. citizenship may not be employed in the U.S. Civilian Component in Italy; however, that person is not prohibited by the NATO Status of Forces Agreement from employment in the U.S. Civilian Component in another NATO host nation of which (s)he does not hold citizenship.
