ROLE PROFILE:

Lead a team and manage all Streetworks activity ensuring statutory and corporate objectives are delivered, as well as ensuring compliance with the requirements as set out by the New Roads & Street Works Act 1991 (NRSWA). Manage all aspects of the Streetworks team ensuring service, performance levels and budgets are met. Manage all aspects of Streetworks licensing, high level consultation with Local Authorities (LA) and stakeholders required to maintain Works Programmes, as allocated by your line manager.

KEY RESPONSIBILITIES AND DUTIES:

* Provide complex decisions in the management of Streetworks on the Highway and to ensure the continued successful operation of the Permit Scheme.

* Maintain and ensure that the company meets its duty as laid out in legislation (e.g. Traffic Management Act 2004) and that the team operates within the rules of Permit Schemes for the management of the Highways.

* Responsible for ensuring all S50 applications, road closures any other licences are effectively coordinated by each Project Operations Team to meet Local Authority and other Statutory Bodies permit timelines and to uphold the clients programme.

* Responsible for ensuring effective budgetary control and financial management to ensure the delivery of streetworks services, recovery of costs and ensuring no penalty charges are incurred

* Liaising directly with TfL and all Local Highway Authorities, Police & London Transport or other Statutory Bodies to facilitate the co-ordination and collaboration of highway works.

* Responsible for notifying the business on any changes in Highways Legislation, Local Authority and other Statutory Bodies licencing requirements and associated costs.

* Cultivating strong working relations to resolve network occupancy conflicts and making decisions where necessary

* Compiling and circulating programmes detailing all current and future works, issuing event information, attending coordination HAUC meetings; while ensuring a comprehensive audit trail for all meetings and outcomes.

* Ensure prompt investigation and response to enquiries, complaints and queries raised by staff and customers.

* Responsibility for managing the substantial revenue budgets associated with the service, by monitoring, forecasting and reporting of monthly income and expenditure to senior managers.

* Work with Commercial and BID Team on tenders to ascertain predicted licensing fees.

* Work closely with Accounts in Forecasting LA payments. This includes keeping a log of LA fees that are forecast to be paid and ensure this is shared with colleagues in Accounts in a timely manner.

SKILLS AND EXPERIENCE:

* Proven working experience of management/leadership of a multidiscipline team.

* Working knowledge gained through experience of the New Roads and Street Works Act 1991 and its associated Codes of Practice / Regulations (particularly in relation to Permitting and Noticing).

* Experience in Streetworks including experience of Traffic Management issues and familiarity with reinstatement specifications.

* Experience of Legislation and Codes of Practice as they relate to the role (e.g. Health and Safety, New Roads and Streetworks Act, Highways Act)

* Strong customer service/ Client liaison.

* Good communication / people facing skills.

* Excellent organisation skills.

* The ability to multi-task / work on several projects at any time

* Flexible and able to cope with change.

* Ability to provide advice and guidance to senior management, the public, Local Authority and a range of Stakeholders on best ways to implement procedures and strategies.

* Experience of Financial regulations and Budgetary controls.

* Comprehensive understanding of Highway Law and Road Traffic Regulations

* NRSWA (Supervisor) & LANTRA Qualifications (to evaluate Traffic Management Plans).

* Excellent interpersonal and written communication skills.

* Ability to manage competing priorities and meeting deadlines.

* Ability to train and mentor Streetworks team members.

* Experience of using computerised mapping systems.

* IT Literate
