Job Description

Apple Recruitment are recruiting for Information and Intelligence Manager (Band 8A)on behalf of our client, Regulation and Quality Improvement Authority (RQIA) to work on a temporary basis in the Belfastarea. Main duties and responsibilities: Strategy Development 1. The post-holder will be responsible for the planning, development, management and delivery of RQIAs programme of intelligence which includes the gathering, analysis and dissemination of information from a wide and diverse range of sources. 2. In conjunction with the Head of Business Support, fully participate in the development of the strategic direction of the core operational functions of RQIA. 3. Advise the Executive Team on the future direction and priorities in and across a range of information and digital sources with a view to improving the performance and service delivery of RQIA. 4. Fully engage with the Northern Ireland Statistics and Research Agency (NISRA) on the implementation of information standards in the Authority. 5. Establish and maintain effective working relationships with a wide range of stakeholders to use information and intelligence to improve the quality of health and social care in Northern Ireland. Service Delivery 6. The post-holder will lead on the development of long-term strategic plans for service improvement in information and intelligence which will impact across the organisation and regionally. 7. Communicate a wide and diverse range of statistical data on the work of RQIA (and on work relevant to RQIA ongoing in other sectors) to internal and external stakeholders, ensuring that complex information is presented in a way that is meaningful and accessible to those receiving it. 8. Make recommendations and provide advice to the RQIA Executive Team and Authority Board based on analysis of complex information and intelligence from a range of sources. 9. The post-holder will lead a work programme required to update and develop new and innovative reporting methods to support the measurement of KPIs in relation to the quality of those services regulated by RQIA. 10. Hold responsibility for RQIA linkages with National UK Data Standards structures, relevant confidential inquiries and processes and maintain awareness of public health information standards. Finance and Resources 11. Manage any delegated budget for the specified sphere of responsibility. Monitor and control expenditure, taking corrective action when necessary. 12. Responsible for the maintenance, update, review and improvement of RQIAs internal information system (iConnect). Undertake liaison with users, and ensure robust contract arrangements with suppliers, to ensure the system remains fit for purpose. 13. Lead on the ongoing development and implementation of RQIAs RADAR or risk-based approach system to regulation. Hold a university degree AND Have worked for a minimum of three years at a Senior level in either an information management or information systems role. OR 1b.) Have worked for a minimum of six years at a Senior level in either an information management or information systems role. 2.) Essential skills and knowledge: Leadership and communication skills. Experience in managing and delivering change in complex environments. Ability to set targets and deliver objectives in a timely manner to meet the needs of the post. Experience and skills to manage people. Experience of budgetary management. Experience in relevant information systems including Microsoft and analysis software. Detailed knowledge of key data quality issues across the HSC. High level of understanding of the legal, policy, operational and regulatory context in which RQIA operates. 3.) Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment. This criteria will be waived in the case of applicants whose disability prohibits driving but who have access to a form of transport approved by the Organisation which will permit them to carry out the duties of the post**. **Note: This relates only to any person who has declared that they have a disability, which debars them from driving. Desirable Criteria: 1.Hold a membership of a relevant professional body such as the Association of Public Health Analysts. 2.Have an understanding of the Health and Personal Social Services (Quality, Improvement and Regulation) (Northern Ireland) Order 2003. 3.Demonstrate an up to date knowledge of regulations, policy and standards relevant to the work of RQIA.
