The Prince George's County Office of Homeland Security is currently seeking qualified applicants to fill a Regional Planner, grade G24, in the Emergency Management Division.

About the Position
This is an essential public safety position. Work is performed at a professional level and will require extensive public contact. Performance is reviewed in terms of production, timeliness, and the completion of assignments. Work assignments require knowledge of departmental rules, regulations and procedures, the ability to communicate well with others and possess a high degree of independent judgment, action, and initiative. The position will report to the preparedness and outreach manager. Program Development: Independently engage all aspects of OHS preparation, response, and recovery program initiatives. Assists with the development, implementation, and coordination of all of the County's preparedness plans. Participates in the development and implementation of regional preparedness plans. Coordination: Facilitates plan reviews, identifies, and recommends changes. Facilitates the implementation of disaster and preparedness planning with local, state, and regional partners. Public Liaison/Teamwork: Consults with internal/external departments and businesses on plan development and emergency coordination and preparedness.

About the Agency

The Office of Homeland Security (OHS) was developed as a result of legislation passed in 2003. This new agency incorporated critical emergency response entities that were previously part of other agencies.

Public Safety Communications (PSC), which included all County 9-1-1, emergency dispatch and radio system support, had been part of the Office of Information Technology and Communications (OITC). The Office of Emergency Management (OEM) was a division of the Fire/EMS Department. OEM and PSC were combined under the leadership of the Deputy Chief Administrative Officer for Public Safety/Director of Homeland Security, forming the Office of Homeland Security. The legislation and resulting changes to the Charter, spelled out the separate and distinct missions assigned to OEM and PSC.

Examples of Work

  • Prepares programmatic gap analyses to ensure existing plans, policies, and procedures meet stated goals and objectives; complies with all applicable regulations and guidance.
  • Participates in the development and revision of all hazards plans and procedures to build and sustain capabilities to prevent, protect, mitigate, respond, and recover.
  • Tests and evaluates plans and procedures. Develops procedures as necessary to adequately implement all hazards plans.
  • Provides support to the Emergency Operations Center during activations specific to Incident Command System and Federal and local regulations knowledge.
  • Consult with officials of County government agencies/departments, schools, hospitals, and other institutions to determine their needs and capabilities in the event of a natural disaster or other emergency.
  • Attend meetings, conferences, workshops, etc. to represent the Emergency Management Division and maintain working relationships.
  • Effectively works as a team member on a variety of complex and community development and planning assignments.
  • Provides presentations to citizens groups related to preparedness and emergency plans.
Qualifications
  • Bachelor's degree in urban and regional planning, public administration, economics, business administration, political science, environmental science, public health or other closely related fields
  • A minimum of two (2) years of professional planning/program development experience in the area of assignment; or any equivalent combination of education, training and experience.
Preferred Qualifications:

  • Bachelor's degree in urban and regional planning, public administration, economics, business administration, political science, or other closely related fields
  • A minimum of two (2) years of professional experience in urban and regional planning; or any equivalent combination of education and experience.
  • Prior experience with hazard mitigation programs, planning, and management.

General Plan Information:

The Prince George's County benefits plan year is from January 1 to December 31.

A spouse (to include a same sex spouse) can be added to the health benefit plans. A marriage certificate and social security number is required to add a spouse.

Children under the age of 26 are eligible for coverage under the health benefit plans. This includes stepchildren and children of the same-sex spouse. A birth certificate(s) and social security number(s) is required to add a child(ren). If you are only adding the stepchildren or child(ren) of a same-sex spouse, you will need to submit a marriage certificate. You will also need to submit the birth certificate of the child(ren) and your spouse must be listed as a parent.

The premiums for health benefits are deducted on a pre-tax basis with the exception of Long-Term Disability, Extra Life Insurance and Voluntary Benefits (Short-Term Disability, Whole Life Insurance, Critical Illness, Accident Insurance, Cancer Indemnity, Hospital Indemnity Protection, Accident Indemnity Plan, Supplemental Dental and Group Legal Services).

New employees must enroll in the County's health benefit plans within thirty (30) days of the hire date.

The effective date of the health benefits coverage is the beginning of the month following a waiting period of forty-five (45) days from the date of hire.

After enrolling in the County's benefit plans, employees may only make changes to the plans either during the open enrollment period, which occurs annually (usually each October), and/or during the year, due to a family status change (i.e., marriage, births, divorce and adoption).
