Job Overview

Under the general direction of the Director of Financial Accounting, oversees and manages the daily operation of the Project Accounting Department. Directly supervises the Project Accounting Assistant Supervisors. Works closely with the Project Accounting Assistant Supervisors, who supervises 10 or more employees, including the Project Staff Accountants and Project Accountants. Communicates and implements the Project Accounting department goals, policies, and procedures.

Responsibilities

Essential Duties & Job Functions:
  • Supervises and develops the Project Accounting Assistant Supervisors. This includes assigning and managing staff workload and monitoring status of staff's assignments to ensure the work schedules are adhered to and deadlines are met.
  • Recruits, completes disciplinary actions and annual evaluations, and maintains accurate documentation for assigned staff.
  • Keeps staff informed of upcoming changes that impact workflow, listens to staff concerns, and maintains an open-door policy with staff.
  • Reviews and approves timesheets. Manages department overtime.
  • Assist staff with issue resolution and resolving questions/problems in a timely manner.
  • Troubleshoots Lawson System Issues (i.e., Activity Set Up, Billing, Burden & Allocation Issues, etc.)
  • Trains staff on Finance, Project Accounting, & Billing policies and procedures.
  • Coordinates and monitors contract setup based on contract and cost accounting requirements.
  • Coordinates contract rollovers for contact option years.
  • Provides support for all DCAA & KPMG audits relating to Job Cost.
  • Develops, documents, and maintains assigned job duties and keeps detailed instructions on performing each of these job duties.
  • Coordinates the review of the monthly Project analysis. As problems are identified, initiate corrective actions, and communicate relevant information to the appropriate parties.
  • Coordinates the monthly reconciliation of the Billed and Unbilled Balance Sheet Accounts.
  • Coordinates fiscal year end Project Accounting closing schedule.
  • Works in cooperation with the other finance functional areas to coordinate month end and year end deadlines.
  • Documents and updates the Project Accounting & Billing Policies and Procedures.
  • Performs related work as assigned.

Job Requirements

Mandatory:
  • Bachelor's degree in Accounting or related field and at least four (4) years of relevant experience with increasing levels of responsibility including supervisory experience with 6 to 10 staff. Or equivalent combination of education and experience as follows:
    • At least a two (2) year Accounting degree, plus six (6) years of progressively responsible accounting experience including supervisory experience with 6 to 10 staff.
    • At least eight (8) years of progressively responsible accounting experience including supervisory experience with 6 to 10 staff.
  • Thorough understanding of accounting processes to include payroll, accounts payable, general ledger and job cost accounting.
  • Knowledge and experience with governmental contracts.
  • Thorough understanding of government/non-government billing and experience with an automated billing system.
  • Demonstrated intermediate skill in the use of Microsoft Excel, Word, and Outlook.
