Position Function
Responsible for strategically defining the objectives and design of the Geographical Information System (GIS) products/ applications through business partnering with both internal and external stakeholders.
Tasks/Duties
MINIMUM QUALIFICATIONS:

Applicants will be required to complete a Disclosure & Authorization Regarding Background Investigation, a Confidentiality Agreement and the CJIS (Criminal Justice Information Services) Security Clearance process to include national fingerprint-based records check and approval for controlled access to protected information.
Driving history for the past three (3) years must reflect no violations of a driving related felony offense, or driving under the influence (DUI) which includes both drugs and alcohol, reckless driving, or hit and run involving an occupied vehicle or attended property, or an accumulation of traffic violations, plus three (3) points for each attendance at driving school (regardless of whether points were assessed against the license) where the penalty points do not exceed twelve (12).

Position Function

- Provide data analysis, cartography, experimental design, and capturing data for conversion into GIS usable formats.
- Prepare detailed specifications, tests, and implement new GIS systems and applications. Analyze, troubleshoot and improve existing GIS systems, applications, databases and quality control/assurance and processes. Coordinate resolutions and communicate them effectively.
- Oversee the inclusion of third-party (internal and external) data into GIS databases; perform data conversion and data organization for data entry into the system.
- Update GIS programming, analytical functions, and related technologies (Internet/Intranet mapping, Databases/SDE). Create models and scripts to automate and organize workflows to move data into and out of GIS. Analyze data to generate effective reports, maps, and other technical documents.
- Research, import, and interpret engineering construction plans, plats, legal metes and bounds descriptions and various mapped information; extract relevant information for data inclusion into GIS. Participate in needs assessments.
- Create complete web application packages and reports for end-users, including documentation and training.
- Act as the City's representative to the U.S. Census Bureau by collecting, processing, verifying, and reporting statistical address data to the Bureau.
- Drive to and from various city work sites. Performs related duties as required.
- In the event of an emergency, all employees are considered essential and may be required to perform duties outside of their normal job description.
- Complete required trainings as specified within the City Comprehensive Emergency Management Plan.
