Job Description
SUMMARY OF THE POSITION A person who is in charge of one or more programs or projects for the purpose of providing professional assistance in the development of services, in particular by advising, monitoring or supporting various actors in one or more programs or projects. They carry out the research activities necessary for the identification and evaluation of resources and needs. They design and proposes development plans and programs to ensure adequate planning of services. She advises on the implementation or improvement of programs and/or services. It may participate in various teaching and training activities. SPECIFIC FUNCTIONS The PPRO in the SERP team works in a multidisciplinary team responsible of transversal functions in public health. The incumbent conducts monitoring and evaluation activities that are necessary for supporting the planning, implementation and follow-up of public health programs and activities by: Planning, coordinating and supporting the implementation of monitoring and evaluation projects and programs; Supporting, designing and proposing monitoring and evaluation plans in collaboration with other PPROs; Defining the scope of assigned projects, elaborating goals and deliverables in collaboration with key partners; Delivering progress reports, proposals, required documentation and presentations to project team; Identifying and supporting the resolution of risks, issues and conflicts that may arise throughout project; Advising on project development and implementation (scope, timeline and resources, etc.). Planning, developing and leading monitoring and evaluation training and coaching; Supporting knowledge mobilization to maximize impacts of projects, program, and campaigns; Collaborating with partners to ensure cultural safety in evaluation strategies and delivery Ensuring that activities are rooted in an Indigenous evaluation framework with principles based on Indigenous ways of knowing, being, feeling, and doing; Contributing to developing a culture of evaluation of public health interventions Representing CBHSSJB in internal committee work as well as external collaborative forums, liaising with universities, community partners, and/or in provincial or federal meetings as needed; Carrying out any other function at the request of the supervisor. REQUIREMENTS Education: Bachelor of science, with specialization in health, social services, biology or a related field; Masters degree in public health is a strong an asset. Experience: Three (3) years of relevant experience in evaluation Three (3) years of relevant experience working in Indigenous context Knowledge and Abilities: Good knowledge of MSSS legislation, regulations, the Ministry network and programs, and current trends; Knowledge of and experience with community health interventions, prevention and promotion approaches and methods; Advanced knowledge and demonstrated experience in developing and implementing a new project or program; Knowledge and demonstrated experience in planning, adapting, developing and implementing new programs, and improving quality of existing programs; Knowledge and demonstrated experience in project and program evaluation; Good knowledge of quantitative methods of analysis and knowledge of qualitative methods of analysis; Knowledge and demonstrated experience in teamwork and coordination; Knowledge of the issues and context related to First Nations northern communities' health and social life; Ability to integrate Eenou/Eeyou (Cree) culture, values, traditions and teachings into project and program development and implementation; Excellent leadership and teamwork skills; Excellent critical thinking, organizational and decision-making skills; Proficiency in the main software programs used for quantitative and qualitative data analysis (SAS, SPSS, EXCEL, NVIVO etc.); Ability to provide training is an asset; LANGUAGE Fluent in English; Fluency in Cree and French is an asset. OTHER Available to travel inside and outside of the Eeyou Istchee territory as required This position is teleworking This position is currently being offered telework, subject to operational needs.
