Programme Accountant - Safety Valve

£456.93 per day PAYE or £575 per day Limited paid via Umbrella Company inside IR35
Our client is looking for an experienced Programme Accountant - Safety Valve.
Recognised CCAB qualification (preferably CIPFA), or Association of Accounting Technician qualified together with considerable post qualification experience in local government, covering the key financial processes of financial planning, budget preparation, budget monitoring and preparing final accounts
The Programme Accountant will support the oversight and management of financial benefits in the Safety Valve Programme. The post holder will ensure that project deliverables relating to finance and performance metrics are met and benefits delivered in line with the Safety Valve Programme submission to the Department for Education (DFE).
The postholder will sit within the departmental finance team directly supporting colleagues in Children’s Services to support the delivery of the Safety Valve Programme.
The post holder will be required to obtain, analyse and provide auditing information relating to each of the identified projects within the Safety Valve Programme to assure senior leaders across the Council of the progress being made on the financial benefits of the programme.
Safety Valve Programme Duty areas
* Work with members of the Safety Valve Steering Group and SEND Leadership team, to support financial and project deliverables that sit within the Safety Valve Programme.
* Undertake financial due diligence on financial progress, in relation to Safety Valve Programme projects to ensure that financial benefits are line with submissions to Council and Governmental departments.
* Support the development and adoption of appropriate and proportionate financial metrics across the Programme, to ensure that financial monitoring and evaluation is delivered in a consistent way for the Programme.
* To undertake Highlight Reporting ensuring that financial benefits for projects in the Safety Valve Programme are clearly identified and reported on to senior leaders within the Local Authority.
* To contribute to risk management activities within the Programme, as required by the Programmes Team for reporting purposes.
* To actively work with stakeholders using a range of communication techniques and styles to communicate the expected outcomes for the Safety Valve Programme.
* Work with the other Senior Project Officers to solve delivery issues on the Safety Valve Programme, in collaboration with other colleagues and stakeholders.
* Work constructively with the Assistant Directors and Senior Managers to provide oversight and support the governance arrangements, in relation to the Safety Valve Programme reporting on financial benefits.
Knowledge and understanding of financial metrics in relation to programme and / or project management methodologies
Knowledge of risk management techniques and mitigation activities.
Knowledge and understanding of the public sector/local government environment
Experience of effective programme delivery in a complex organisational environment with multiple stakeholders
Experience of engaging constructively with personnel across departmental boundaries, to achieve the best results
Experience of preparing reports and documents appropriate to the management of the programme, and writing and presenting clear and concise information for strategic management purposes using financial business systems
