City of New York PROGRAM DIRECTOR New York, New York Apply Now The Homelessness Prevention Administration (HPA) – Prevention and Housing Assistance (PHA) is currently comprised of the following units: The Rental Assistance Programs (RAP), the HOME Tenant-Based Rental Assistance Program (HOME TBRA), and the Office of Prevention and Community Support (PCS). PHA is expanding to include the newly created Master Leasing Unit. The Mayor’s Blueprint for Housing and Homelessness called for an expansion of HRA’s project-based rental assistance contracts, which can provide savings and create more permanent housing options for New Yorkers experiencing homelessness. The goal of these Master Lease and Project-based programs is to provide long-term affordable housing options and support services for families and adults living in shelters. This new organizational area is an integral part of the Administration's housing goals, and the Human Resources Administration (HRA) is pooling its resources to lead in the City’s effort. The Prevention and Housing Assistance is recruiting for the Master Leasing Unit (MLU) one (1) Administrative Director of Social Services-MI to function as a Program Director who will: Manage and coordinate programming to ensure the Master Lease and Project-based programs and other CBO providers establish contact with clients in accordance with program protocol. Assist with city, state, federal Rental Subsidy renewal process, Good Cause Transfers (GCT), relocation and approved moves; HRA benefits; and rental assistance issues; service referrals and assist in preventing eviction whenever possible. Respond to and coordinate support for case specific requests for homelessness prevention services via HRA systems, emails, and requests from leadership. Provide consultation to the provider and other community programs to ensure quality case management practices and programs meet their contractual goals and deliverables. Coordinate and develop activities, provide technical assistance and support to Master Lease and Project-based programs and other CBO providers. Meet regularly and manage relationships with external partners and coordinate interagency efforts to ensure consistent program execution and the achievement of key milestones that further services for homelessness prevention and housing security policy goals. Participate in the development of data tracking systems, case reviews and audit activities, and facilitate special projects. Update policies and procedures in line with agency and funding directives as required. Present to management (written and/or oral) recommendations regarding processes and/or methods that could be implemented to enhance coordination. Provide coaching and supervision to direct reports. Coordinate comprehensive staff training programs and provide ongoing professional development opportunities for staff and Provider staff. Conduct presentations, orientations, and meetings representing PHA and MLU. Qualifications: A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or education and/or experience equivalent to the above. However, all candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level as described above.
