Job Description
Job Title: Sustainability Officer Directorate: Corporate Services Section: Climate Change and Sustainability Reports to: Climate Change and Sustainability Manager Location: City Hall, Bangor Salary Scale: SO2 SCP 27-29 Car user status: Casual PURPOSE AND FUNCTION OF THE POST The post holder will ensure the delivery of the Councils vision and strategic objectives with focus on matters relating to climate change and sustainability. They will be responsible for ensuring that the Council meets its statutory obligations with respect to Sustainability, Climate Change and Environmental Management. The post holder will assist the Councils progress to transition to net-zero emissions, champion sustainability initiatives and innovative development in the Council. The post will monitor the implementation of the Councils Sustainability and Climate Change Policy and action plan as detailed in the Roadmap to Sustainability. PRINCIPAL DUTIES AND RESPONSIBILITIES To be responsible for providing support on the Climate Change and Sustainability service across the Council by helping to develop corporate goals and objectives that link into the Councils Corporate Plan. To assist with the Councils compliance with its statutory duties under the provisions of the Northern Ireland (Miscellaneous Provisions) Act 2006, the Climate Change Act NI and provide statutory returns to Central Government on Councils performance as required. To promote Sustainabilty at service level and advise on the development of service targets. To research and analyse technical and policy information on Climate Change and Sustainable Development topics, to help identify latest national trends and identify possible projects or best practices. To formulate, develop and maintain procedures and guidance notes for use by employees to meet the requirements of any accredited Environmental Management system and to facilitate the Environmental Management system working group. To liaise with officers and stakeholders in relation to Climate Change and Sustainability issues and initiatives. To represent the Council on working groups, and at events and conferences. To carry out sustainability screening on the Councils policies, activities and plans. To provide training to employees on the Councils Climate Change and Sustainability duties, Environmental Management System and other initiatives such as Fairtrade. To apply for (assist others in applying for) funding where available to fund Climate Change and Sustainability projects. To comply with and promote equality, health and safety in accordance with Council Policies and legal requirement. To undertake any other appropriate duties as may be allocated from time to time in accordance with the general nature of the post. Note: There is some requirement to work outside standard office hours PERSON SPECIFICATION The person specification provides information on the qualifications, experience, knowledge and skills required to carry out the duties of the post. The essential criteria will be used for shortlisting and as part of the selection process. CATEGORY ESSENTIAL DESIRABLE QUALIFICATIONS ESSENTIAL A Level 5 qualification or equivalent DESIRABLE Environmental qualification EXPERIENCE ESSENTIAL At least 2 years relevant work experience related to Climate Change or Sustainability, formulation of policies and reports. Knowledge and a clear understanding of the legislative framework governing the environmental, climate and sustainability work of local government and how this will influence decision making. Experience of working cooperatively with a broad range of internal and external contacts and groups. Good current working knowledge of Word and Excel software packages DESIRABLE Experience of working in a local government setting and/or experience of working with elected representatives. SKILLS AND ABILITIES High level influencing skills Excellent organisational skills to self and of others Self-motivated Ability to work under pressure to achieve targets and timescales. Ability to deliver information to audiences from a wide range of backgrounds Other Requirements Access to transport to meet the needs of the post Requirement to work outside normal office hours on occasions The selection panel reserves the right to enhance the shortlisting criteria to facilitate the process when necessary.
