Community Education Supervisor 2 Ventura, CA, Job ID 75958 University of California Agriculture and Natural Resources Job Description Under the general direction of the CalFresh Healthy Living Academic Coordinator, the Community Education Supervisor 2 (CE Sup 2) is responsible for overseeing the day-to-day delivery, management, and evaluation of the CalFresh Healthy Living, UCCE Program in Ventura County. Responsibilities include hiring, supervising and training staff; co-developing annual budgets and providing first-level review of expenditures; co-developing and implementing yearly work plans; tracking and evaluating work plan activities and objectives; and writing reports. This position develops local procedures to ensure program staff follow applicable polices, builds and maintains formal and informal coalitions or partnerships with people and agencies with aligned goals in Ventura County, identifies innovative strategies to promote increased food and nutrition security and community health among eligible clientele, and maintains subject matter competence. This position is a career appointment that is 100% fixed. Pay Scale: $61,000.00/year to $83,900.00/year. Job Posting Close Date: This job is open until filled. The first application review date will be 03/05/2025. Key Responsibilities: 45% Coordination, Training and Supervision: Directly supervises CFHL, UCCE Nutrition Educators, support staff, and interns. Provides day-to-day oversight and advice on program development and delivery in alignment with USDA SNAP-Ed guidance and the CFHL, UC SO. Mentors and trains CFHL, UCCE Nutrition Educators, support staff, and/or volunteer extenders from county-based agencies/organizations to deliver CFHL, UC-approved curricula and related activities. Manages staff performance and accountability according to ANR HR procedures including creating an individualized work plan, observing staff performance, providing feedback, setting goals, and conducting staff performance evaluations. Oversees the recruitment, selection, hiring, and training of new educators Promotes team building and good communication among direct reports. Works with Regional Manager and Academic to support the resolution of complex issues and conflicts. Provides opportunities for program-related professional development. Provides training and technical assistance to staff on program procedures, priorities, quality control, reporting, and evaluation. 30% Planning, documentation, evaluation and reporting: Works individually and as a team with the Regional Manager, Academic, Nutrition Educators, CFHL, UC SO, support staff, and/or county-based agencies/organizations to develop and implement an annual budget and work plan. Works with Academic and program staff to set programmatic goals and priorities based on assessed community needs. Assures accountability and stewardship of program resources (operational, financial, and human) in compliance with USDA SNAP-Ed Guidance, CFHL, UC SO guidance, and UC ANR policies and procedures. Works with Regional Manager and/or Academic to analyze and resolve problems, interpret policies, and demonstrate solid subject matter knowledge. Develops, prepares, and reconciles budget. Assists the Regional Manager and/or Academic in monitoring the budget following USDA and CDSS requirements, including developing recommendations for the allocation of expenditures. Monitors documentation and evaluation of program delivery by staff and volunteer extenders to ensure data is collected and entered into appropriate databases on a quarterly basis. Assesses program effectiveness based upon participant enrollment data, evaluation results, and affirmative action goals and works with the Regional Manager and Academics to improve the program. Prepares required assessments, evaluations, fiscal and programmatic reports as required by CFHL, UC SO, USDA, CDSS, County, and UC ANR. Regularly updates the Regional Manager and Academic on program progress, challenges and opportunities. Recommends to the Regional Manager and/or Academic changes or improvements in policies, practices, and/or delivery of CFHL, UCCE. Collaborates with other SNAP-Ed and non-SNAP-Ed agencies to develop SNAP-Ed Implementing Agency work plans and County Nutrition Action Plans. Assures letters of agreement/MOUs and other mandatory program paperwork from partnering agencies/organizations are obtained and updated as needed. 20% Collaboration and Community Engagement: Attends community meetings to collaborate and promote CalFresh Healthy Living, UCCE, UC Cooperative Extension, and UC ANR and to further Policy, System and Environmental change work plan goals. Ensures team participation and involvement in community meetings, collaboratives/coalitions, CFHL, UC SO trainings and meetings, and events in alignment with USDA SNAP-Ed guidance and the CFHL, UC SO. Responds and documents media requests in consultation with the Academic and develops PEARS Success Stories, UC Delivers articles, newspaper articles, etc. to promote the program. Works with Academic and staff to update the local UCCE county website and social media sites. 5% Participates in professional development activities to strengthen nutrition education program-related subject matter and leadership/management competencies in alignment with USDA SNAP-Ed guidance and the CFHL, UC SO. Conducts other related job duties and participates in statewide work groups as assigned. Requirements: Bachelor's degree in related area and / or equivalent experience / training. Experience coordinating or managing a public health program. Strong education in Nutrition, Public Health, Health Science, K-12 or Adult Education or other relevant field or equivalent experience in community nutrition programs. Effective leadership and team-building skills. Effective oral and written communication skills to convey information to program participants, volunteers, colleagues, and leaders. Working knowledge of budgets and grant-funded programs. Experience working independently and as a team member. Experience working with socio-economically, racially, and/or ethnically diverse youth or adults. Food safety and culinary skills to train educators in conducting food demonstrations. Experience using Microsoft Office (Word, Excel, Publisher, PowerPoint) and web-based tools (calendar/documents and social media). Preferred Skills: Experience working with the school system and/or community-based organizations. Knowledge of federal nutrition programs (e.g., Supplemental Nutrition Assistance Program-Education (SNAP-Ed). Experience directing and developing nutrition educators, support staff, and volunteer interns. Special Conditions of Employment: Must possess valid California Driver's License to drive a County or University vehicle. Ability and means to travel on a flexible schedule as needed, proof of liability damage insurance on vehicle used is required. Reimbursement of job-related travel will be reimbursed according to University policies. Travel including travel outside normal business hours may be requested. Must comply with regulatory agency reporting requirements (California's Child Abuse and Neglect Reporting Act).
